 Xu Guanju.was born in Xiaoshan in Zhejiang Province in July 1961. He is a Vice Chairman of ACFIC (since Dec. 2012), a Vice Chairman of the Zhejiang CPPCC, and serves as Chairman of the Transfer Group. He is also a member of the 11th CPPCC National Committee. He has served on many important government and private sector position (Chinese bio / English bio). 

As Chairman of the Transfer Group, he runs an large organization with divisions focused in agriculture, chemicals, real estate, logistics and finance (primarily investment banking funds).

The All-China Federation of All-China Federation of Industry and Commerce (ACFIC)

Background:

The ACFIC is a national organization with regional branches in all the provinces, autonomous regions, cities and counties. Each regional branch may have a number of trade associations or chambers of commerce under its leadership. 

 

The Chinese federations of industry and commerce have three categories of members: corporate, group and individuals; the members of federations of various levels automatically become the members of their immediateupper-level federations.

 

The Chinese federations of industry and commerce also set up trade associations and chambers of commerce by sectors.

 

International Relations

 

ACFIC has established extensive contacts and cooperation with more than 400 groups, institutions, chambers of commerce and enterprises of over 100 countries and regions.


Established in 1953 and under the leadership of CPC, the All-China Federation of Industry and Commerce, also called the All-China General Chamber of Commerce of the Private Sector, is a people's group and a chamber of commerce with the enterprises and personages of the non-public economic sector as its main component, a channel for the CPC and the government to liaise with the personages of the non-public sector, an aide to the government in administering and serving the non-public economy. ACFIC's work is a key component of the CPC's united front and economic work.

 

ACFIC is a key organization of the CPC-led united front and a key unit of the People's Political Consultative Conference, with basic characteristics of the united front, the economy and the non-public sector.


Its Functions

 

-- Guide the political thoughts of the personages of the non-public economic sector;

-- Facilitate the participation of the personages of the non-public economic sector in thecountry's political life and social affairs;

-- Assist the government in administering and serving the non-public economy;

-- Boost the reform and development of trade associations and chambers of commerce;

-- Promote the construction of harmonious labor relations. 

 

Its Tasks

 

-- Strengthen the work of political thoughts, guide the personages of the non-public economicsector to study and implement the CPC's roadmaps, guidelines and policies, abide by thecountry's laws and regulations, cultivate a team of personages of the non-public economic sector that upholds the Party's leadership and treads the socialist path with Chinese characteristics;

-- Participate in political consultation and democratic supervision;

-- Facilitate economic and trade exchanges and cooperation, and spur social economicdevelopment;

-- Strengthen construction of trade associations and chambers of commerce, and serve thedevelopment of non-public enterprises;

-- Participate in coordination of labor relations, and promote social harmony and stability;

-- Reflect the interests and appeals of enterprises and personages of the non-public sector, andsafeguard their legitimate rights and interests.

 Zhejiang Federation of Industry and Commerce,
      
The Zhejiang Federation of Industry, also known as the the Zhejiang Province Chamber of Commerce was established in 1952.

As of the end of 2011, the Federation of Industry and Commerce Organization had 118,101 member companies, 865 corporate members and 34,150 individual members. 

The main functions and tasks of the Zhejiang Federation of Industry are to serve as a focal point for:

Participation in the party and state policies, and the province of political, economic and social life of the important issues in political consultation, democratic oversight role to play in politics;

Non-public economic policy and other issues research and discussion, and to assist in the implementation; 
do ideological and political work of the non-public economy on behalf of people, publicize and implement the principles and policies of the party and the country;

Participate in related economic activities, to assist the Government of the member business, financial, tax inspection and supervision;

Participating member companies on technical appraisal, quality management, science and technology project reporting, product appraised; economic and legal consulting, financing, rights, science and technology, information, news media, management services for its members to help members improve management improve production technology and product quality;

Actively develop cooperation and exchanges with Hong Kong, Macao, Taiwan and overseas trade associations and industrial and commercial economic circles, and to promote economic and trade cooperation and technical exchanges, and to assist in the introduction of capital, technology, talent; organized and organizing its members to participate in the domestic outside member of various trade fairs, trade fairs, organization abroad, exit study visits, to help members to develop domestic and international market; guide the province at all levels of the Federation of Industry and Commerce (Chamber of Commerce) and work directly under the Chamber of Commerce, Organization and Management Association, the trade associations (Association ) work;

Guidance to assist the relevant departments to the private sector associations, self-employed workers associations, the Alien Chamber of Commerce and the non-public economy as the main associations.
